In Phnom Penh, travel is organised primarily by tuk-tuk (USD 2-5 per ride downtown, USD 8-15 for a private half-day, USD 25-40 for a full day). Grab (ride-hailing, Uber equivalent) works very well in Phnom Penh — often cheaper than tuk-tuks for individual rides.
Scooter rental is discouraged to non-seasoned travellers — chaotic traffic. Car rental with driver (USD 40-60/day) is the recommended option for excursions outside the city.
